Torbay Citizens Assembly: What local people say helps them stay healthy

This week we published a new report summarising key discussions from the Torbay Citizens Assembly Open Meeting, held at Paignton Library in September 2025.

The event brought together local residents, health leaders and community organisations to explore what helps people stay healthy and what changes are needed to improve services in Torbay.

What keeps people healthy

Residents highlighted three key factors that support their health and wellbeing:

  • Staying physically active – including walking, swimming and spending time outdoors
  • Strong social connections – helping to reduce isolation and build a sense of purpose
  • Keeping mentally active – through learning, hobbies and creative activities

What needs to improve

Feedback from workshop discussions identified several priorities for local decision-makers:

  • Clearer communication – simple, jargon-free information and earlier involvement in decisions
  • Better access to GP services – including face-to-face appointments, easier booking systems and more reliable call-backs
  • Less duplication – reducing repeated surveys and demonstrating how feedback is used
  • Transport and access – improving transport links and bringing services closer to communities
  • Continuity of care – seeing the same clinician to build trust and improve outcomes

The value of community-based support

The Paignton Community Hub was widely praised as an example of how local, joined-up support can make a difference. Residents called for similar hubs across Torbay to improve access and provide more preventative support within communities.

What happens next

ECSW will share these insights with NHS Devon, Torbay Council and voluntary sector partners to help inform future planning and ensure services are shaped around the needs of local people.
